Three of Wands is a card about accomplishment combined with a continued effort in new areas. In relation to social life, it can indicate that you already have a base of strong relationships but you are interested in gaining new ones. You may be looking to get to know new people while still maintaining a strong relationship with your current friends.
II. Challenge - Death Reversed
The difficulty in your situation appears to lie in breaking your old habits. The Death card signifies change and renewal, reversed it suggests being stuck in some way. It may be that you are finding it difficult to establish new relationships because you are used to an old, mostly comfortable routine with the people already around you, making you less motivated to take the steps necessary for finding new relationships. The first card of this reading makes me think that you are already a little uncomfortable with the way things are now and are eager to bring some change into your social life. However, this card suggests that you are finding it difficult to actually make that change happen.
III. Advice - The Emperor Reversed
Upright, the Emperor is associated with structure and stability. Reversed, in this case, it seems to be telling you to invite a little instability into your routine. To bring you the necessary change, you may need to experiment for a while, try to do things in ways you don't usually consider and that way break out of the stifling sameness of which you might be getting tired. If there is something you were interested in trying for a while but were hesitant, this would be an encouragement to try it. It is also an encouragement to do what feels right and trust your intuition, you do not necessarily need to have everything rationally planned out.

Overall, a positive outcome card suggesting that everything will work out the way it should and you won't be met with any injustice.
